Abstract: 
The
recent emergence of intemational environmental politics has led to a tide of literature
on the issue. Especially since the United Nations Conference on the Environment
and Development (UNCED) convened in Rio de Janeiro in June 1992, analysts from
the social, as well as the natural sciences have dealt with the evolution of
environmental politics on the international level. Although Tony Brenton's view
as an 'insider may be of some interest, because he worked for several years on
environmental affairs in the European Community and in the British Foreign
Office, the analyst may ask: Do we really need another book that

tells us the whole story of recent environmental policies at the international
level? It is Brenton's expertise as a political practitioner that qualifies him
to add such a book to the number of existing environmental publications. The
book represents a comprehensive attempt to deal with the issue area by trying
to ask the fundamental question: Are international (and to a minor extent
domestic) environmental policies effective institutions, which fulfill the
criteria of problem-solving and ecological goal-attainment?
